Recessed lighting or track lighting above cabinets work especially well with low ceilings if you can afford. If you have a center light fixture on the ceiling then it is a good idea to install under cabinet lighting as well.
With low ceilings that welcome natural light during day, there can be two scenarios: there can be light reflected everywhere in the space except the countertops or there can be light reflected on the countertop but lower parts of the room are left in dark.
When you get dark on the counter, they will anchor for the entire room, and the lighter areas above and below will appear larger in comparison. If you light the countertop, keep that lightness going up from the countertop and a little darker in the cupboard under the counter. This again makes the lightness in the upper part of the room appear larger and wider.

No need to feel down! While this is certainly a more difficult situation to work with it is not a conundrum. The focus is what matters here. In kitchens like these, the focus should be on the aura of the room. You need to make sure the space is well-lit, for sure.
Using the correct lighting such as having light on and under the cabinets will lift the space up instantly along with a large overhead that lights the room from the middle of the space. Of course, it is your choice to use a row of island lighting instead of a single one if you have an island in the middle.
Make sure to use light colors and patterns for your countertops. Quartz and quartzite countertops can work well. You can decide whether or not you want to have a natural or an engineered stone in your kitchen. Also it is a good idea to add bright colored accessories as well. They can be combined quite well with light colored countertops in a darker room with a little exposure of natural sunlight.
